Condition Details / Information Notes
The proposal would cause unacceptable, albeit 'less than substantial', harm to the Grade II listed application property as a result of the unjustified loss and concealment of historic fabric, the introduction of extensions of an incongruous character and the subdivision of the property in ways that diminish its architectural and historic significance, and there are no public benefits associated with the proposal which would outweigh this harm. The proposal would therefore fail to conserve and enhance the heritage asset and its setting, contrary to Policies SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan (2016) and Chapter 16 of the National Planning Policy Framework
Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that listed building consent should be refused for the reason set out within the decision notice.
