Policy SWDP 35 relates to visitor accommodation with Part B of the policy setting out the criteria against which proposals for visitor accommodation in the open countryside should be assessed. The proposed holiday let use would fail to comply with the exceptions set out in Part B (ii to vi) of policy SWDP 35. In light of this, the proposed change of use represents unacceptable and unsustainable development in the open countryside, contrary to policies SWDP 2 and SWDP 35 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.
The proposed extensions would have a detrimental impact on the character and appearance of the host building and the surrounding area as a result of the loss of key features which add to the character and architectural interest of the building and as a result of their significant contemporary appearance, which would result in them representing incongruous additions to the host building. The extensions would therefore fail to integrate effectively with the host building and to reinforce local distinctiveness, contrary to Policy SWDP 21 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and Chapter 12 of the National Planning Policy Framework.
The proposed extensions would cause unacceptable, albeit 'less than substantial' harm to the Grade II listed application building as a result of the unjustified loss of historic fabric and their incongruous character and design, and there are no public benefits which would outweigh this harm. The proposal would therefore fail to conserve and enhance the heritage asset and its setting, contrary to Policies SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan (2016) and Chapter 16 of the National Planning Policy Framework.
Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out within the decision notice.
