| The proposed dwellings would, by reason of their relative position, massing, footprint and height constitute over-development of the site and fail to integrate effectively with their surroundings, in particular that which characterises the north side of Colletts Green Road which has a rural character and loose knit arrangement of buildings. Furthermore, the layout marginalizes green infrastructure and landscaping to the site peripheries which is unsustainable, limits its scope and potential and where it would be at risk of being absorbed into the resultant adjoining residential curtilages. Accordingly, the proposal does not represent good design and fails to accord with Policies SWDP 5, SWDP 21 and SWDP 25 of the South Worcestershire Development Plan and the Supplementary Planning Document on Design and paragraph 136 of the NPPF |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice; seeking further information following receipt of the application; seeking amendments to the proposed development following receipt of the application; considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
