| The proposed residential development is contrary to Policy SWDP2 of the South Worcestershire Development Plan 2016 in terms of its location outside the nearest settlement boundary of a category 4 village, but moreover, considered in the context of Paragraph 11d(ii) of the Framework would not be within reasonable or safe walking distance of almost all services and facilities. This is not a sustainable location and would result in future occupants of the development being almost entirely dependent on private motor vehicles to meet their day-to-day needs, contrary to Policy SWDP4 of the South Worcestershire Development Plan 2016 and would significantly and demonstrably outweigh the benefits of increasing housing supply. |
| The site sits within the “principal timbered farmlands” landscape type, as defined in the Worcestershire County Council landscape assessment, wherein the area’s dispersed settlement pattern is a key characteristic. Due to the shape, position and size of the site, the options for layout are limited to a linear form of development along the road frontage which would form a wayside pattern, failing to respect the landscape character of the area, contrary to Policies SWDP21 and SWDP25 of the South Worcestershire Development Plan 2016 and contrary to paragraph 187 of the Framework. |
| Notwithstanding reasons 1 and 2, the proposed development, by reason of the type of application that places a restriction on the number of homes that can be brought forward would not secure the most effective and sustainable use of the land whilst responding to the character of the surrounding area. It would be to the detriment of the Government’s objective to boost the supply of housing. The proposal would involve an inefficient use of the land by artificially limiting the number of new homes. The proposal is therefore contrary to policy SWDP 13 (Housing Density) of the South Worcestershire Development Plan 2016 and to paragraphs 129 and 130 of the Framework. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - considering the imposition of conditions and or the completion of a s.106 legal agreement In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
