The proposed development by reason of its location would conflict with the aims of the South Worcestershire Development Plan and the NPPF to direct new residential development to sustainable locations and to reduce reliance on the private car as a means of transport. The proposal would fail to minimise the demand for travel. There is no footway infrastructure in the vicinity and the area is without street lighting while accessed from a busy road making it non-conducive to walking and cycling. While there is a bus stop within a short distance, this is not linked by a footway. In theory, whilst cycling would provide an alternative, the dwellings’ occupants would be unlikely to find it an attractive proposition after dark, given that the surrounding roads are not well-lit and also particularly, during periods of inclement weather. The proposal would be contrary to policy requirements set out in NPPF 105, 110 and 112 and the SWDP 4 and 21 in that the site is not positioned in a sustainable location, nor does it offer a genuine sustainable travel choice.
The proposed development would introduce a significant urban form of development in this countryside location which would have a harmful urbanising impact on the rural character of Broadheath. Further the development would have an adverse impact on the function of the Significant Gap and contribute towards coalescence between settlements. The proposal therefore fails to accord with policy SWDP 2(D) and SWDP25 of the South Worcestershire Development Plan and paragraph 135 C of the Framework.
While access is not a matter to be specifically considered under the remit of permission in principle applications it is clear that the only option for access is between Laylocks Cottage and Apple tree Lodge. Vehicles using this route would significantly impact on the amenity of existing occupiers Laylocks Cottage and Appletree Lodge through front of house activity to the rear of the dwellings and disturbance to the front of Laylocks Cottage due to vehicle movements contrary to SWDP21 of the South Worcestershire Development Plan and the Paragraph 130 of the NPPF. The location of development is therefore not considered appropriate.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing policy information regarding the appropriate locations for new housing for the public to view. in such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF.
