| The application site is situated in the open countryside and its location is not sustainable due to the limited travel choices available and the lack of street lighting along the B4209. Potential occupiers would be heavily reliant on private motor vehicles to get to and from the site. Due to its location, it would significantly reduce the positive benefits that lay behind the policy objectives of securing reduced travel. Furthermore, as the site is poorly related to local services, this would increase the need for journeys to be made by private motor vehicle. As such, the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2, SWDP4, of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, Chapter 9, particularly paragraph 110 and 115 that require development to minimise the demand for travel and offer genuinely sustainable travel choices. |
| The proposed creation of two new dwellings in this location would be contrary to Policy MnGr 6 of the Hanley Castle Parish Neighbourhood Development Plan which seeks to smooth the rate of growth within the parish to ensure the number of dwellings being built would allow adequate time for infrastructure, educational facilities and life in the parish to adapt to the increasing population. The target of 50 dwellings by 2030 with a growth rate of 3.5 years per annum has already been exceeded as the rate is 5.8 dwellings per annum. As such, there is no requirement for new dwellings in Hanley Castle, especially development which fails to accord with separate reasons as identified above. |
