| Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the location of the site in relation to key services, the poor standard of the local bus network and the unattractive nature of the local cycling environment. As such, it is considered that the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2025), Policy P2 of the Broadwas and Cotheridge Neighbourhood Development Plan (2019) and the National Planning Policy Framework. |
| No mechanism (a section 106 agreement or Unilateral Undertaking) has been entered in to in order to secure an affordable housing planning contribution. As such the application is contrary to Policy SWDP 15 of the South Worcestershire Development Plan (2016), the Developer Contributions SPD (2018), the Affordable Housing SPD (2016) and the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre application advice service. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out within the decision notice. |
