Condition Details / Information Notes
The site lies in open countryside where new development is strictly controlled unless it meets one of the recognised exceptions set out in policy SWDP2. Part C of the policy refers to buildings for agriculture or forestry use and where there is a genuine requirement for these, they can be acceptable. However, no information has been submitted to justify why a barn is required on a site of this modest size other than that the land is an agricultural pasture. As such, the applicant has failed to successfully demonstrate that there is a clear need for a building for agricultural purposes considering there does not appear to be any agricultural activity taking place on site. Subsequently, the proposal would be contrary to policy SWDP2 of the South Worcestershire Development Plan
The siting of the proposed barn is inconsistent between the submitted site plan (MAD/GUA/24/1-1) and the plan shown in the Biodiversity Net Gain Report. The location of the proposed trees are also inconsistent between the plans and it is therefore difficult for a determination to be made. The development is therefore not in accordance with policy SWDP22 of the South Worcestershire Development Plan.
