| By virtue of the design of the proposed front and rear extension, the development would result in unacceptable harm to the character of the host dwelling, identified as a non-designated heritage asset. The proposed front and rear extensions would not represent high quality design that would integrate effectively with the host dwelling, with the proposed creating a visually dominant and incongruous features, which is considered to result in harm to the historical fabric and significance of the property and its directly adjoining neighbour. The proposal is therefore contrary to Policy SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the paragraph 216 of the NPPF. The harm identified would not be outweighed by any public benefits to the proposed development. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- seeking further information following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
