Insufficient justification has been provided for the proposed works, thereby increasing the risks of branch failure.
Pruning trees always causes some harm to them. Removal of branch tips can reduce dissipation of wind loads via mass damping, thereby increasing the risks of branch failure.
No justification has been provided for the restriction of the tree's size. The site has adequate space to allow the development of the tree to its full potential.
The proposed works would be to the detriment of the natural shape, form, and flow of the tree's canopy, and therefore to public amenity
Unnecessary tree works should be avoided to minimise the chances of detrimental impacts on the tree's vascular system, potentially leading to the ingress of harmful pathogens and decay, or the activation of latent pathogens or decay fungi
The proposed works would mean a reduction in the tree's leaf area resulting in the reduced availability of carbon and other products from photosynthesis. The proposed works would therefore be considered to be to the detriment of the tree's overall health and are therefore not considered acceptable.
The use of a resistograph is an invasive process (drilling holes in the tree) so should only be used when demonstrated to be necessary. Non-invasive techniques of assessment should be utilised in preference to invasive techniques. The extent of decay in the lower stem is clear to be seen without the use of a resistograph, due to the open nature of the wound. Sounding with a nylon mallet also reveals a good density of wood in the remaining live part of the stem. It also seems likely that the pollard head, judging from its appearance, would be similarly sound. A simple climbing inspection would provide the clarity required.
