| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

| The development hereby permitted shall not be occupied/first used until full details of all surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan.

| The development hereby permitted shall be carried out in strict accordance with the recommendations for hedgehogs and bats set out in the Preliminary Ecological Appraisal and Biodiversity Net Gain Assessment report carried out by Sharpe Ecology dated October 2024 and submitted with this application. In particular:
- Precautionary Working Measures to reduce or avoid any risk of harm or injury to hedgehogs and other mammals during construction works;
- The covering of, or use of mammal ramps within, any excavations, trenches or pits;
- Upon encountering a hedgehog in the active season (March to October, inclusive), the safe removal of the individual, using a gloved hand, to a place of safety and shelter outside the construction zone;
- If a hibernating hedgehog is encountered, it should be left in situ if possible, or in cases where individuals are at risk of harm, they should be taken to a suitable animal welfare sanctuary for re-release;
- The inclusion of hedgehog highways across the site at the base of any fencing, during and post-development;
- The enhancement of the site for bats via the addition of a suitable wall-mounted bat box on the west elevation of the garage.
Reason - To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the National Planning Policy Framework and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2010. |
| The approved Biodiversity Gain Plan required by paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 shall be implemented in accordance with the details and timescale agreed within the plan and maintained thereafter in accordance with the approved Landscape and Ecological Management Plan (LEMP).
Reason: To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP 22 of the South Worcestershire Development Plan.

| Prior to the commencement of development hereby approved, a Landscape and Ecological Management Plan (LEMP) shall be submitted to and agreed in writing by the Local Planning Authority. The content of the LEMP shall be based on the recommendations made in the Preliminary Ecological Appraisal and Biodiversity Net Gain Assessment report, the approved Landscape Scheme and informed by a BNG Assessment and associated metric calculations, and shall maintain this after implementation. It shall include the following:
a) Description and evaluation of the features to be managed;
b) Ecological trends and constraints on site that might influence management;
c) Aims and objectives of management;
d) Appropriate management options for achieving aims and objectives;
e) Prescriptions for management actions;
f) Preparation of a work schedule, including an annual work plan capable of being rolled forward over a five-year period and for a minimum of 30 years thereafter;
g) Details of the body or organisation responsible for implementation of the plan;
h) On-going monitoring and remedial measures.
The plan shall also set out where the results of the monitoring show that conservation aims and objective of the LEMP are not being met, how contingencies and/or remedial action identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
The LEMP will be implemented in accordance with the approved details.
Reason: To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site, and to ensure the proposal harmonises with the surroundings in accordance with policies SWDP 21, SWDP 22 and SWDP 25 of the South Worcestershire Development Plan 2016.

| The effect of paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition (“the biodiversity gain condition”) that development may not begin unless:
a) A Biodiversity Gain Plan has been submitted to the planning authority, and;
b) The planning authority has approved the plan.
Subject to Paragraph 14(2) of Schedule 7A of the Town and Country Planning Act 1990, the Biodiversity Gain Plan must include:
a) Information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat;
b) The pre-development biodiversity value of the onsite habitat;
c) The post-development biodiversity value of the onsite habitat;

| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
