| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – "P01 Location Plan Rev A", "P04 Proposed Site Layout Plan Rev E"., P05, P06 Rev B., P07 Rev B..
Reason: To define the permission in accordance with policies SWDPR01 and SWDPR03 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework. |
| Prior to their installation, details of the colour, finish and material of the proposed timber, doors, windows and roof tiles shall be submitted. Additionally, the material, colour and finish shall be submitted of the bound surface of the access improvements. These materials shall be implemented in accordance with the approved details following approval in writing by the Local Planning Authority.
Reason: To preserve the character and heritage significance of the Listed Farmers Arms in accordance with SWDPR 09 and 33 and the rural context in accordance with SWDPR 34. |
| The holiday let unit/visitor accommodation hereby approved shall not be occupied as a person or persons’ sole, or main place of residence.
Reason: The proposed accommodation is only acceptable as a holiday let in accordance with policy SWDPR 45 of the South Worcestershire Development Plan Review 2026. |
| The owners/operators of the holiday let unit/visitor accommodation hereby approved shall maintain an up-to-date register of the names of all owners/occupiers of the unit/accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: The proposed unit/accommodation is only acceptable as a holiday let in accordance with SWDPR 45 of the South Worcestershire Development Plan Review 2026. |
| The development hereby permitted shall not be occupied/first used until full details of all surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be
implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR 38, SWDPR 39 and SWDPR 40 of the South Worcestershire Development Plan Review. |
| No development, including site and vegetation clearance, shall take place until an Ecological Mitigation, Compensation and Enhancement Scheme (EMCES) has been submitted to and approved in writing by the local planning authority. The scheme shall be based on the recommendations made in the Preliminary Ecological Appraisal & Preliminary Roost Assessment report by Focus Environmental Consultants dated October 2025. The scheme shall include:
- Protective measures for Barn Meadow SSSI;
- Reasonable Avoidance Measures (RAMs) for nesting birds;
- Adoption of a sensitive lighting scheme to protect commuting and foraging nocturnal animals;
- Precautionary Working Measures for mammals, reptiles and amphibians;
- Details (including specifications and location) of a new bird box to be installed on the completed site
- An Implementation Timetable.
The works shall thereafter be carried out in accordance with the approved details and timetable.
Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 187 and 193 of the National Planning Policy Framework (NPPF) and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017. |
| No external lighting shall be provided other than the maximum of one external LED down-lighter above or beside each external door (and below eaves height) with a Corrected Colour Temperature not exceeding 2700K and brightness under 500 lumens. Every such light shall be directed downwards with a 0 degree tilt angle and 0% upward light ratio and shall be controlled by means of a PIR sensor with a maximum over-run time of 1 minute. The lighting shall be maintained thereafter in accordance with these details.
Reason – To ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017 and minimise impacts on protected species in accordance with SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| The approved Biodiversity Gain Plan required by paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 shall be implemented in accordance with the details and timescale agreed within the Plan and maintained thereafter in accordance with the approved Habitat Management and Monitoring Plan (HMMP).
Reason: To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| The development shall not commence until a Habitat Management and Monitoring Plan (HMMP) has been prepared in accordance with the approved Biodiversity Gain Plan and approved landscaping scheme and has been submitted to and approved in writing by the local planning authority. The HMMP will be based on the recommendations made in the Biodiversity Net Gain Assessment report from Focus Environmental Consultants dated August 2025 and shall include:
- A non-technical summary;
- The roles and responsibilities of the people or organisation(s) delivering the HMMP;
- The planned habitat creation and enhancement works to create or improve habitat to achieve biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
- The management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of the development; and
- The monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority. Notice in writing shall be given to the council when the habitat creation and enhancement work as set out in the HMMP have been completed.
The created and enhanced habitat specified in the approved HMMP shall thereafter be managed and maintained in accordance with the approved HMMP. Monitoring reports shall be submitted to the local planning authority in writing in accordance with the methodology and frequency specified in the approved HMMP. The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the HMMP are not being met, how contingencies and/or remedial action are identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
Reason – To ensure that the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:
- completion of a Section 106 Legal Agreement
- seeking further information following receipt of the application;
- amendments to the proposed scheme
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
| The effect of paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition (“the biodiversity gain condition”) that development may not begin unless:
- A Biodiversity Gain Plan has been submitted to the local planning authority; and
- The planning authority has approved the plan.
Subject to Paragraph 14(2) of Schedule 7A of the Town and Country Planning Act 1990, the Biodiversity Gain Plan must include:
- Information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the on-site habitat and any other habitat;
- The pre-development biodiversity value of the on-site habitat;
- The post-development biodiversity value of the on-site habitat.
