| Condition Details / Information Notes |
| Whilst information has been submitted detailing the proposed works necessary to accommodate the change of use, the information on the condition of the existing building and materials is insufficient. However, due to the condition and appearance of the existing building and its rudimentary and open character, it is clear that the building as it currently exists is not already capable of conversion and would therefore require extensive works comprising of more than partial demolition and a virtual rebuild including the construction of new walls to the elevations. Therefore, the applicant has failed to submit sufficient and robust evidence to demonstrate that the extent of the building works required to convert the building to a dwellinghouse would not go beyond more than partial demolition and substantial building works and as such the existing building is not already capable of conversion and does not have the permitted development rights under Paragraph 105 Reference ID: 13-105-20180222 of the Planning Practice Guidance. Due to the amount of building works required that would go beyond the remit of what would be reasonably necessary for the proposed conversion, the proposal does not comply with Class Q Part Q1 (i) (i) & (ii) of the Town and Country Planning (General Permitted Development Order) 2015 (as amended). |
| The development proposed would not be permitted development under condition Q.2-1(f) of Class Q, Part 3, Schedule 2 of the (General Permitted Development) (England) Order 2015 (as amended). The proposed design and external appearance of the dwelling would not be high quality design and in particular would dilute the legibility of the building as a historic building of agricultural origins and a non designated heritage asset contrary to Policies SWDP6, 21 and 24 of the South Worcestershire Development Plan and Section 16 of The National Planning Policy Framework (2024). In addition, due to the proposed design that would create an incongruous and domesticated building that would fail to reflect the agricultural origins of the existing building this would result in harm to the historic setting of the nearby listed buildings and as such would fail to have special regard to the significance of the heritage assets and their setting in accordance with Section 66 of the Planning (Listed Building and Conservation Areas) Act 1990. Whilst any harm that may be caused to the significance of the heritage assets would be less than substantial, as the change of use of the agricultural building to a dwellinghouse would not be permitted development under The Town and Country (General Permitted Development) (England) Order 2015 (as amended) Class Q and the poor incongruous design, it is not considered, that any public benefit identified would outweigh the harm to the heritage assets in this case and as such would be contrary to the provisions of the National Planning Policy Framework including Section 16. |
