Malvern Hills District Council, The Council House, Avenue Road, Malvern, Worcestershire WR14 3AF HEREBY CERTIFY that on the 16th December 2024 the matter described in the First Schedule to this Certificate in respect of the land specified in the Second Schedule to this Certificate and outlined in red on the plan attached to this Certificate, would be lawful within the meaning of section 192 of the Town and Country Planning Act (as amended), for the following reason :- That the use of the building as a care home for children falls within the existing C2 use class (approved under application reference 83/00604/TEN) and does not constitute development within the meaning of Section 55 of the Town and Country Planning Act 1990 (as amended).
