| Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes due to an inadequate number of key services being located within walking distance of the application site, inadequate local bus services, and an absence of an adequately surfaced public footpath in close proximity to the application site. As such, future occupiers would be heavily reliant on a private vehicle. Therefore, the proposed development would occupy an unsustainable location, contrary to Policy SWDP 4 of the South Worcestershire Development Plan (2016) and Chapters 2, 8 and 9 of the National Planning Policy Framework. |
| The proposed development by reason of its location would have an urbanising impact on the rural approach to Broadwas. Development of 3 dwellings on the site would disrupt the inherent pattern of moderate to high settlement dispersal, which is a key characteristic of the ‘Principal Timbered Farmlands’ landscape type, within which the application site is located. The shape of the site means that any dwellings would be visually prominent on the approach to the village. The effect of the use of the site and the change to its character and appearance would have a harmful impact on key view 3 identified in Policy P5 of the Broadwas & Cotheridge Neighbourhood Plan. The proposal is therefore contrary to paragraphs 135 of the National Planning Policy Framework and Policies SWDP 21 and 25 of the South Worcestershire Development Plan 2016 and Policy P5 of the Broadwas & Cotheridge Neighbourhood Plan. |
