| The submitted structural report is approximately three and half years old and there is a significant possibility that the condition of the buildings has deteriorated since this report was published, and that the buildings would require works which are not considered reasonably necessary in order for the buildings to function as dwellinghouses. In light of this, it is considered that insufficient information has been submitted to demonstrate that the application buildings are capable of being converted without requiring extensive building works that would go beyond the threshold to constitute ‘rebuild’ rather than ‘conversion’ and that the proposed development benefits from the Permitted Development Rights provided by Schedule 2, Part 3, Class Q of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). |
| A considerable period of time has now passed since the submitted bat survey and pre-liminary roost assessment were published. Over this time period, the application properties may have significantly changed, ecologically, and up-to-date ecological information has not been provided in order to address this possibility. As a result of this it is considered that the ecological information submitted in support of this application is now out of date and does not provide a current assessment of the ecological value of the application site and the buildings contained within it. In light of this, it is considered that insufficient information has been submitted in order for an assessment to be made as to whether or not the proposal would have a detrimental impact on protected species, contrary to Policy SWDP 22 of the South Worcestershire Development Plan (2016) and Chapter 15 of the National Planning Policy Framework. |
