| No development shall take place until an Ecological Mitigation and Enhancement Scheme (EMES) has been drawn up by a suitably qualified ecologist and has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be based on the recommendations made in the Preliminary Ecological Appraisal report dated June 2023 from Shropshire Wildlife Surveys and shall include: a) A sensitive lighting scheme should be adopted during the construction period, ensuring no features of wildlife interest are illuminated; b) Any construction or site clearance work should be restricted only to daylight hours; c) Construction work and vegetation clearance should avoid the bird breeding season (March to August, inclusive); d) If this period cannot be avoided, the site should be subject to a pre-commencement inspection for any active nests before the works begin; e) In the event that an active nest is discovered, all works should cease and a suitably qualified ecologist should be engaged to advise; f) At the end of each working day, any required excavations should be infilled or provided with a means of escape for any trapped animals (such as a ramp or sloped edges), in the event that one becomes trapped; g) Pipe works with a diameter of more than 120mm should be securely capped at the end of each working day. h) Details (specifications, models and locations) of bird and bat boxes to be installed at suitable locations and heights; i) An Implementation Timetable. The works shall thereafter be carried out in accordance with the approved details and timetable.
Reason - To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 187 and 193 of the National Planning Policy Framework and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2010 |
| The shepherds huts shall be used for holiday accommodation and for no other purpose (including any other purpose in Class 3 of the Schedule to the Town and Country Planning (Use Classes) Order 1987, or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification.
Reason: The local planning authority wish to control the specific use of the land/premises, in the interest of local amenity and to comply with Policies SWDPR03 and SWDP28 of the South Worcestershire Development Plan Review , and the National Planning Policy Framework

| The unit hereby approved shall not be occupied other than for holiday purposes and shall not be used as residential dwelling/s, including any use within Class C3 of the Town and Country Planning(Use Classes) Order 1987 (as amended). The unit shall not be occupied for more than 28 consecutive days and shall not be reoccupied by the same occupier following the 28 days consecutive days stay. Details of the name, permanent home address, vehicle registration shall be kept in a register a copy of which shall be made available to the Local Planning Authority for inspection at any time.
Reason: It would be contrary to Policies SWDPR03, and the National Planning Policy Framework to grant planning permission for dwellings in this location

| No development shall take place until a Lighting Design Strategy for Biodiversity has been submitted to and approved in writing by the Local Planning Authority. The strategy shall be based on Guidance Note 08/23: Bats and Artificial Lighting at Night, published by the Bat Conservation Trust and the Institution of Lighting Professionals (ILP), and shall include:
a) Identification of those areas and features within and adjacent to the site that are particularly sensitive to nocturnal wildlife, including areas that may support breeding sites, resting places, commuting routes or foraging habitat.
b) Details of all proposed external lighting, including lighting contour plans, luminaire specifications, mounting heights, light spill, beam orientation and operational controls, demonstrating that the proposed lighting will not adversely affect nocturnal wildlife or restrict access to breeding sites, resting places or key habitat corridors.
All external lighting shall be installed and thereafter maintained in accordance with the approved strategy. No additional external lighting shall be installed unless otherwise agreed in writing by the Local Planning Authority.
Reason: To protect bats and other nocturnal wildlife from the adverse effects of artificial lighting, in accordance with the Wildlife and Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 (as amended), and Policy SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| Prior to the first occupation of the lodge and camping facilities hereby approved, details of the future management and maintenance arrangements for the following shall be submitted to and approved in writing by the Local Planning Authority:
a) Road and drainage infrastructure;
b) Shared cycle storage and parking facilities;
c) Electric vehicle charging points; and
d) Arrival and departure arrangements.
The development shall thereafter be carried out and maintained in accordance with the approved details.
Reason: To ensure that appropriate management arrangements are in place for shared facilities and that an adequate and acceptable means of access and supporting infrastructure is provided prior to occupation. This is to ensure compliance with Policies SWDPR06, SWDPR28 and SWDPR34 of the South Worcestershire Development plan review 2026, and the National Planning Policy Framework.

| Prior to first commencement of the use hereby permitted, a Noise Management Plan (NMP) shall be submitted to, and approved in writing by the Local Planning Authority. The Noise Management Plan should address the following headings:
• Statement of intent
• Brief summary of the premises / site / activities
• Location / site plan
• Inventory of potential noise sources
• Details of noise controls and limits (e.g. site rules)
• Site noise monitoring and / or evaluation
• Responding to complaints (including actions to be undertaken and recorded)
• Management command, communication, and contact details
• Periodic NMP review
The site shall be managed in accordance with the Noise Management Plan from first occupation of the development hereby permitted.
Reason: In order to protect the amenity of occupiers of nearby properties so as to comply with Policies SWDPR34 and SWDPR35 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework. |
| The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown on drawing Block Plan – Proposed Ref: L (90) 001

| The approved Biodiversity Gain Plan required by paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 shall be implemented in accordance with the details and timescale agreed within the plan and maintained thereafter in accordance with the approved Habitat Management and Monitoring Plan (HMMP).
Reason – To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDPR 01 and SWDPR 30 of the South Worcestershire Development Plan Review 2026.

The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. | The proposed development lies within an area that has been defined by the Coal Authority as containing potential hazards arising from former coal mining activity at the surface or shallow depth. These hazards can include: mine entries (shafts and adits); shallow coal workings; geological features (fissures and break lines); mine gas and former surface mining sites. Although such hazards are seldom readily visible, they can often be present and problems can occur in the future, particularly as a mresult of new development taking place.
It is recommended that information outlining how former mining activities may affect the proposed development, along with any mitigation measures required, is submitted alongside any subsequent application for Building Regulations approval.

| The effect of paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to be subject to the biodiversity gain condition, which requires that development must not commence unless:
• A Biodiversity Gain Plan has been submitted to the Local Planning Authority; and
• The Local Planning Authority has approved the Biodiversity Gain Plan.
Subject to paragraph 14(2) of Schedule 7A to the Town and Country Planning Act 1990, the Biodiversity Gain Plan must include:
• Information on the steps taken, or to be taken, to minimise the adverse effects of the development on the biodiversity value of the onsite habitat and any other affected habitat.
• The pre-development biodiversity value of the onsite habitat.
• The post-development biodiversity value of the onsite habitat.
• Details of any registered off-site biodiversity gains allocated to the development, together with the biodiversity value of those gains.
• Details of any statutory biodiversity credits purchased for the development.
• Any other information required by regulations made by the Secretary of State.
