| The proposal to change the use of part of the barn to a wellness suite does not include the existing guest accommodation which it is intended to serve, and which also requires and does not benefit from planning permission; so its use cannot be restricted or linked to that use. An unfettered use open to the general public would not accord with SWDP2 due to the open countryside location which only allows new development in a certain number of limited cases none of which apply in this case. The remote location of the site, and absence of a bus service, renders it probable many future clients would travel by car. Travel by bicycle/walking would not be convenient in view of the lack of footways and street lighting in the vicinity of the application site, along with its remote location. In the same way, there would be conflict with Policy SWDP 4A of the South Worcestershire Development Plan, which seeks to ensure that proposals offer genuinely sustainable travel choices. |
| The site is in an unsustainable location with no access to public transport and reached via a narrow single track road. Furthermore, the proposed use of the facility cannot be linked to the existing guest accommodation due to its current unauthorised state and a potential increase in trip generation would bring vehicular traffic into conflict with pedestrians, cyclists and horse riders. The proposal does not provide safe and suitable access along the approach routes which is contrary to Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan and paragraphs 115 and116 of the NPPF. |
| The proposal to convert part of the barn would require two new doorways to be cut through the existing historic fabric of the building. Whilst this would lead to less than substantial harm to a designated heritage asset, this harm would not be outweighed by any public benefits, mindful that proposed use is considered to be unacceptable for the preceding reasons. Accordingly, the consequent level of harm to the designated heritage asset would be unacceptable and contrary to Policies SWDP 6 and 24 of the South Worcestershire Development Plan and Paragraphs 212, 213 and 215 of the NPPF. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice and seeking further information following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
