| The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Site Plan – Dwg no 2216 1 020 Block Plan – Dwg no 2216 1 121 Plans and Elevation – Proposed – Dwg no 2216 3020 A Reason: To define the permission. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| The development hereby permitted shall be carried out in strict accordance with all the mitigation, compensation and enhancement recommendations set out in Section 6 of the bat survey report produced by Udall-Martin Associates Ltd dated November 2023 and submitted with this application. In particular: - Direct ecological supervision by a licensed bat ecologist during key works to include inspection of roosts and bird nest immediately prior to demolition. - Compensatory provision in form of sparrow nest boxes and enhancement measures of bird and bat boxes. Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations (2017). |
| On completion of the works, the development shall be inspected by a qualified ecologist and a statement of conformity and a copy of any bat licences and licence monitoring returns as appropriate shall be submitted to the Local Planning Authority to confirm the mitigation and enhancement measures for biodiversity have been successfully implemented in accordance with the details approved under this condition. Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations (2017). |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice: - seeking amendments to the proposed development following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
| Prior to their installation as part of the development hereby approved, details of the following shall be submitted to and approved in writing by the local planning authority: - Details and specification of the proposed roof materials including colour, finish and material details - Details and specification of the proposed external walls materials including colour, finish and material details - Details and specification of the proposed glazing - Details and specification of any external lighting that would be installed including details surround the lux levels of any proposed lighting and a light spill plan The development shall be carried out using the materials as approved. Reason: To ensure that the new materials are in keeping with the surroundings and represent quality design, to minimise any potential adverse impacts on landscape character and biodiversity in accordance with policies SWDP21, SWDP22, SWDP23 and SWDP25 of the South Worcestershire Development Plan. |
| The applicant is encouraged to install a water butt(s) to connect to the proposed extension, in order to provide sustainable drainage solutions which align with the aims of policies SWDP28, SWDP29 and SWDP30 of the South Worcestershire Development Plan. |
