| The application site is situated in the open countryside and its location is not sustainable due to the limited travel choices available and the lack of footpaths and street lighting along The Rampings. Potential occupiers would be heavily reliant on private motor vehicles to get to and from the site. Due to its location it would significantly reduce the positive benefits that lay behind the policy objectives of securing reduced travel. Furthermore, as the site is poorly related to local services, this would increase the need for journeys to be made by private motor vehicle. As such, the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2, SWDP4, of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, Chapter 9, particularly paragraph 110 and 115 that require development to minimise the demand for travel and offer genuinely sustainable travel choices. |
| Notwithstanding the first reason for refusal, it is considered that this development is capable of providing the necessary financial contribution towards off-site affordable housing. However no legal mechanism is in place to secure either the self build element of the proposal, or to secure a financial contribution towards off-site affordable housing, therefore the development is contrary to Policy SWDP 15 of the South Worcestershire Development Plan and the associated South Worcestershire Affordable Housing SPD and would fail to meet the social objectives of sustainable development as set out in the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application and consultee comments; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
