| Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes due to an inadequate number of key services being located within walking distance of the application site, the absence of a safe pedestrian crossing point from the application site to the footpath on the southern side of A44 and the limited provision of bus services to key destinations. As such, future occupiers would be heavily reliant on a private vehicle. Therefore, the proposed development would occupy an unsustainable location, contrary to Policy SWDP 4 of the South Worcestershire Development Plan (2016) and Chapters 2, 8 and 9 of the National Planning Policy Framework. |
| The proposal would, by reason of the proximity of the dwellings to one another and existing detached dwellings located to the south and south-west fail to reflect the historic dispersed settlement pattern and consequently result in harm to the character and appearance of the area contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and Chapters 2 and 12 of the National Planning Policy Framework. |
| The proposal would result in unacceptable harm to the settings of the surrounding heritage assets, which would not be outweighed by the public benefits associated with the proposal, as it would sever the connection between the heritage assets and the wider countryside through the urbanisation of the application site and would cause increased levels of noise and disturbance within the tranquil setting of the heritage assets. The proposal therefore fails to comply with policies SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and Chapter 16 of the National Planning Policy Framework. |
