| The proposed structure comprised of 3 shipping containers, would, by reason of its siting and industrial appearance introduce a visually intrusive and discordant feature in the landscape, which would be harmful to the character and appearance of the open countryside particularly when viewed from the site entrance on the A438 and public right of way to the west no 518(c). This harm would be compounded by the cumulative impact of the proposed buildings, when taken together with the building benefiting from extant planning permission 24/00651/FUL which could, in the opinion of the Local Planning Authority reasonably fulfil the operational requirements of the land. The proposal is therefore contrary to policies SWDP 21 and 25 of the South Worcestershire Development Plan and paragraphs 135 and 180 of the National Planning Policy Framework. |

| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the principal of the proposal is considered contrary to our statutory policies and negotiation would not overcome that reason for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
