| The application site lies outside any settlement boundary as defined by the South Worcestershire Development Plan and is therefore regarded as open countryside where new residential development is strictly controlled. Policy SWDP19 (Dwellings for Rural Workers) and the National Planning Policy Framework at paragraph 79 set out that new isolated housing can be allowed in special circumstances such as when there is an essential need for a rural worker to live permanently at or near their place of work. The evidence advanced in support of this application, however, fails to demonstrate that there is a functional need to live on site or that the business is financially viable. Accordingly the rural workers dwelling is contrary to Policies SWDP 2 and SWDP19 (including Annex G of policy SWDP19) of the South Worcestershire Development Plan, Paragraph 79 of the NPPF and paragraph 10 of the Planning Practice Guidance (Housing needs of different groups) |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:-allowing further information to be submitted following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
